Portal admin permissions

- Portal admins have the highest level of permissions. These permissions includes:
- Authorization to add and edit billing information.
- Receive lab reports via email
- View and download lab reports from the portal
- Create bottle orders
- Create chain of custody forms
- Sole access to the user management tab:
- Inviting new users
- Editing users' portal permissions
- Re-sending portal invitations
- Deleting portal invitations
